Completed some house keeping taks in the infrastructure while the hosting provider continues their network maintenance.

Backends are shutdown and we're currently in static mode.
Installer APIs are still up and available, but the webui and uploads will be unavailable until the hosting maintenance is complete.

PyPI's hosting provider will be performing network maintenance on 2014-02-27 beginning at 0400 UTC and ending at 0800 UTC.
During this time, PyPI will be placed in a read only static fallback mode in order to avoid any potential issues from extended network outages. While PyPI's infrastructure is designed to be tolerant of intermittent and partial network outages we have not tested for extended outages in the internal networking layer and prefer to play it safe.
We will be keeping a close eye on the progress of the hosting provider and relaying any necessary updates.
